Jonathan Marks
Jonathan Marks, PMP, partnered with Troy Anthony, P.E., and together they co-own Project Surveillance, Inc.
Jonathan brings over 20 years of experience specializing in project management, project controls, and financial analysis.
He has experience with implementing project management information systems, scheduling analysis, and earned value analysis for large infrastructure programs.
Jonathan received his BS in Biology from the University of Houston and his Master of Finance from Tulane University.
He has also completed his Texas Public Fund Investment Act (PFIA) Course from the University of North Texas Center for Public Management. Jonathan obtained his Project Management Professional (PMP) License in 2014.
His work expertise has provided him with opportunities to work closely with many different companies. The list includes, but is not limited to, the following: METRO, Coastal Water Authority, Houston Waterworks Team, City of Houston, and AECOM. Jonathan has gained substantial expertise in the following areas: project controls, project management, value analysis, scheduled development and analysis, Power BI integration, operations management, funding coordination, cost reporting, financial gap analysis, and asset management. Jonathanโs drive for improving any given work environment makes him an invaluable asset to supporting your company.
TROY ANTHONY
Troy Anthony, P.E., CCM, partnered with Jonathan Marks, PMP, and together they co-own Project Surveillance, Inc.
Troy received his BS in Civil Engineering from the University of Houston. He holds the following certifications: Certified Construction, Construction Manager, and Management Association of America.
Troy started his journey in engineering in 1999. Over the years, he has worked closely with Lockwood, Andrews, & Newnam, Inc., City of Houston Downtown Management District, City of Houston Surface Water, and West Harris County Regional Water Authority.
All of these work opportunities have provided Troy with expertise in construction management, pipe design and construction, pump station design, geotechnical review, environmental impacts, paving design, drainage improvements, traffic control, utility coordination, and standard upgrades. Troy is looking forward to working alongside you and your company to help make your next project efficient and beneficial.

The experience of our team ranges from 15 to 40 years
Brian D. Cunningham
Mr. Cunningham is the Field Supervisor and oversees all field personnel and the coordination of projects with our team.
Mr. Cunningham has over 40 years of experience in civil construction inspection and management. He graduated from the University of South Florida with a BA in Business Management in 1977.
As the Construction Manager for Landev Engineers, Inc. he was responsible for numerous inspection personnel and construction projects including lift stations, wastewater treatment plants, water plants, sanitary sewer, drainage, and paving. Brian and his wife Judith started Project Surveillance, Inc. in 1990.
After 30 years of success in the inspection business with numerous clients, they turned over the reins to Jonathan Marks and Troy Anthony.
Mr. Cunningham is currently the Field Supervisor and oversees all field personnel and the coordination of projects with our team.
Our current inspection workload, consisting of over 100 projects, exemplifies his ability to keep our projects organized and supervised. Mr. Cunningham is fluent in Spanish.
Melissa Cunningham
Melissa joined Project Surveillance, Inc. in 2013 as the Office Manager.
After 30 years in the corporate world of AT&T in administrative, customer service, sales, and marketing positions, Melissa joined Project Surveillance, Inc. in 2013 as the Office Manager.
She performs many jobs for the company ranging from administrative duties and accounting to human resources and IT.
